By stumbling around I was finally successful. I shut off my firewall and went to properties. I went to the advanced tab and unchecked "this server requires a secure connection SSL and all of the emails in limbo suddenly downloaded.

I went back and checked the box again turned on the firewall and new emails kept coming. I am not sure why this worked but it did. I have printed off your recommendations and will keep them for future reference.
